Minister, I refer to the announcement to build the new children’s hospital by private-public partnership (PPP), and ask:
(a) can the Minister provide details of the public-private comparator for the private sector model versus the public procurement route for construction of the hospital;
(b) when was the study concluded to recommend the use of a private sector partner to build the children’s hospital;
(c) who conducted the study; and
(d) what will be the savings to the taxpayer by the PPP process?

(a) An accurate Public Sector Comparator can only be finalised after the scope of services and service standards for the new hospital are defined. The initial scope definition is close to finalisation. A preliminary Public Sector Comparator may be published when tenders for the hospital are sought.
(b) The relocation and rebuilding of PMH at the QEII site as a Public Private Partnership (PPP) is an articulated policy of the Government. The Department of Treasury and Finance will work with the Department of Health to ensure that the best value for money outcome is achieved in the procurement of the hospital.
(c) The Department of Treasury and Finance, along with occasional use of private sector consultants, has been working on business cases for construction of Western Australian hospitals and will continue to carry out this work across the health sector.
(d) The financial outcomes of the tender process to identify the most effective private sector provider will only be known with accuracy when that tender process is complete. The Government is confident through its work on hospital costs and work underway on other hospitals in Western Australia that a PPP can provide a value for money outcome for the taxpayer.
