I refer to recent media reports about cash for access to ministers. (1) Is it correct that under a business observers’ program ministers attend meetings with individuals or groups in exchange for payment to the Liberal Party and/or National Party? (2) Is there any further or other process through which ministers attend meetings with individuals or groups in exchange for payment to the Liberal Party and/or National Party? (3) If yes to (1) and/or (2) — (a) Are records of these meetings available to the public? (b) Will the government legislate to regulate the process? (c) How will the government prevent a public perception of ministers being — (i) more accessible to individuals or groups who pay to meet them; (ii) biased in their decision-making in favour of the individuals or groups who have paid to meet them? (1) Under the Liberal Party’s business observers’ program, delegates pay the Liberal Party a sum of money that entitles them to attend a conference or council meeting being held by the party. They are entitled to observe proceedings, attend functions and meet with ministers who participate in the program as Liberal members of Parliament. These meetings can be either informal at functions or short one-on-one meetings. It is understood that all the major parties have similar forums and opportunities for delegates to attend such events. (2) As is the case with all political parties, members of the Liberal Party may attend fundraising functions for the Liberal Party in their capacity as both members of the party and Liberal members of Parliament. Some of these functions can involve meetings with individuals or groups. (3) (a) These are not decision-making meetings. (b)-(c) Donations to political parties are disclosed via the Australian Electoral Commission. The Liberal-National government is working towards legislating the activities of lobbyists. (4) Which stakeholders have been consulted to date and which will be engaged in the process of examining the grants? (5) What is the timeline for determining which grants will be reduced to meet the budget objective of a reduction of $65 million in this financial year? (1) The Department of Treasury and Finance has identified, based on data contained in its budget management system, 29 agencies with annual grants expenditure of at least $100 000. These agencies are listed in the attachment that I table and will seek leave to have incorporated into Hansard . (2) The Department of Treasury and Finance has written to these 29 agencies seeking additional information on their grant programs, including the objectives of the program, its target recipients, how it relates to government policy, whether there has been a review of the grants program, whether other grants programs are available to the same recipients and the administration costs of the program. This will ensure that the government has a sound information base on which to make informed decisions about grant savings. (3) The Department of Treasury and Finance, in consultation with relevant government agencies. (4) To date, consultation has occurred with relevant government agencies and ministerial offices. These agencies are listed in the attachment that I table and will seek leave to have incorporated into Hansard . (2) The Department of Treasury and Finance has written to these 29 agencies seeking additional information on their grant programs, including the objectives of the program, its target recipients, how it relates to government policy, whether there has been a review of the grants program, whether other grants programs are available to the same recipients and the administration costs of the program. This will ensure that the government has a sound information base on which to make informed decisions about grant savings. (3) The Department of Treasury and Finance, in consultation with relevant government agencies. (4) To date, consultation has occurred with relevant government agencies and ministerial offices. Consultation with other stakeholders will be determined on a case-by-case basis. (5) The government’s decisions on grant savings will be fully disclosed in the 2009-10 midyear review to be released by 31 December 2009.
