I refer to Budget Paper No. 3 at page 228 "Royalties for Regions Expenditure", line item, "Relocation of Year Seven Students", and ask, as there was an election commitment to spend $42.6 million in the regions preparing schools for the relocation of year seven, yet in fact $69.7 million from Royalties for Regions has been committed for this purpose, what it the cause of the cost blow out from the original estimate?

There is no cost blow out. As listed under the section "Relocation of Year 7 Students" on page 228 of Budget Paper No. 3, there are seven schools being funded from Royalties for Regions totalling $42.6 million to accommodate Year 7 students in secondary settings.
