FISHERIES — REGULATORY FEES AND FINES
I refer the minister to the income statement in the 2010–11 budget papers and in particular to the line item “Regulatory fees and fines” under “Income”, which shows an increase of more than $1 million from the previous year’s estimated actual. (1) Why is there an increase forecast in regulatory fees and fines and how is it calculated? (2) Does the government expect the income to increase or reduce as a result of planned changes to the way industry access fees and contributions are calculated? Hon NORMAN MOORE

(1) The increase in the estimate is based on the full-year impact of the revised recreational fishing management arrangements, and relates primarily to the revenue collected from the new recreational boat fishing licence fee. With respect to the method used for calculating fees, the fees for both commercial and recreational fisheries are based on the current fee policy—namely, the 1995 Cole–House Agreement. (2) I am currently reviewing the funding arrangements with respect to commercial fisheries. As the honourable member will appreciate, I cannot advise on the financial impacts of the arrangements until they have been finalised.
