I refer to the
outcomes of round 2 for 2012–13 of the combined application process.
(1) Can the minister confirm that the total
number of applicants recommended for funding support in this round is 25?
(2) Has money been
moved from CAP to the proposed My Way trials?
(3) Is it the case that there is no new money
allocated to fund My Way and that families will have to choose to apply for
either CAP or My Way funds?
(4) Does the minister anticipate that any
additional people with disabilities and their families will be supported
financially through the My Way trials, given that it is the same total pool of
funds applying to both CAP and My Way?

I thank the member
for some notice of this question.
(1) The outcomes for funding round 2 of the
2012–13 year will not be determined until early October 2012.
Applicants will be advised of the outcomes at the end of October 2012. One
hundred and forty-five applicants received funding through the combined
application process in round 1 of 2012–13; and in the lead-up to round
1, a further 18 applicants from previous rounds were funded.
(2) A proportional amount of growth funding
from all program sources will be allocated to the My Way project commensurate
with the population of the project locations. However, it is absolutely the
case that if the commonwealth were to partner with the state—as we have
asked them to on many occasions, and, as late as a couple of weeks ago, further
negotiations were taking place between the Premier of this state and the Prime
Minister to get commonwealth support to match the state's funding in
the My Way projects and make them National Disability Insurance Scheme trial
sites—the level of funding would increase substantially. We are still
hoping that will be the case.
(3) Growth funding has been allocated to fund
the My Way project. People with disability and families in the My Way project
locations can choose to participate in the CAP process or engage in a more
flexible, responsive, decentralised process based on planning through the My
Way project. I have not heard any of the people with whom I have had
discussions around this matter say that they do not want to participate; they
would prefer to have the more self-directed, self-managed, flexible approaches
that are available through the My Way project.
(4) Yes, more people will be supported from
available funding allocated on the basis of a more contemporary planning
process. As well, My Way coordinators based in government and non-government
organisations will have access to an increased amount of discretionary one-off
funding to respond to people according to their needs.
I add the comment, which I am sure the Leader of the Opposition is
already aware of, that there will be additional people coming in because we are
seeking to include people with a chronic disability from a mental illness in
those My Way projects as well.
