(2) Under the Gallop Government, the Ministerial Council on Road Safety met five times. These meetings were held informally as in-house confidential discussions. There were two exceptions, the meeting held in March 2003, when Professor Narelle Haworth from Monash University Accident Research Centre presented on "Arriving Safely" the WA Road Safety Strategy for 2003-2007 to the Council, and the meeting held in July 2003, which was minuted by the Office of Road Safety, and included Minister Roberts, Minister Ellery (representing Health), Minister MacTiernan and Mr Peter Terlick (representing Education). Under the Carpenter Government, the Ministerial Council on Road Safety has met once. Ministers Kobelke, Ellery, Bowler, Ravlich and Mr Steve Potter representing Minister MacTiernan, were present. (3) The following key initiatives have been endorsed through the Cabinet process involving members of the Ministerial Council: - Arriving Safely the Road Safety Strategy for WA 2003-2007 - 50 km/h speed limits on local streets in built-up areas throughout Western Australia - Drug Impaired Driving Program - Random Roadside Drug Testing - Repeat Drink Driving Program - Changes to Novice Driver Training and Licensing following the Novice Driver Review - Amendments to road traffic penalties
