I refer to the strategic planning framework being prepared by the Mental Health Commission to determine the optimal number of inpatient and community services required in Western Australia, including services required for specific populations, and I ask —
(1) When did work start on the strategic planning framework?
(2) What is the expected completion date of the framework?
(3) Who are the parties/individuals developing the framework?
(4) How many of these individuals reside in regional Western Australia?
(5) Has all or part of this work been contracted out?
(6) If yes to (5), please specify what portions have been contracted and to whom the contract was awarded?
(7) Who has been, or is being, consulted in the preparation of the framework?
(8) Will the Minister table the framework on its completion?
(9) If no to (8), why not?

(1) The development of a strategic planning framework for mental health services commenced in October 2011. The Mental Health Commission joined with the Commonwealth Government and the other Australian jurisdictions as part of the National Mental Health Services Planning Framework (NMHSPF) project. The NMHSPF will develop a national framework that can be adapted to the needs of each jurisdiction and will serve as a guide for planning mental health supports and services. Details can be found at:

(2) The NMHSPF is due to be completed in June 2013.
(3) The WA representatives on the NMHSPF include Eddie Bartnik, Judi Morris, Joe Calleja, Daniel Rock, Moira Munro and Helen McGowan.

(5) The NMHSPF project has been contracted with the NSW Ministry of Health by the Australian Government Department of Health & Ageing.
(6) Not applicable.
(7) Stakeholders on the NMHSPF are being engaged in a variety of ways including bi-annual communiqués provided by the Commonwealth and posted on the website quoted in (1).
