I thank the member for some notice of this question. I am advised - (1) There was a commitment in 2000 to progress the improvement of infrastructure within Aboriginal communities. The department assumed the responsibilities for the Aboriginal community strategic investment program from the Department of Indigenous Affairs. The Department of Treasury and Finance provided additional funds for environmental health issues. The program continued until 2002-03 and was superseded by the establishment of an agreement for the provision of housing and infrastructure for Aboriginal and Torres Strait Islander people. This agreement was implemented from July 2002, and, as a consequence, all commonwealth and state funds were pooled to service the needs of Aboriginal communities. The total state funds dedicated to Aboriginal communities has increased from $14.4 million in 2000, which included a one-off grant for an environmental health program, to the current level of $18.4 million. (2) Ninety per cent of these funds are earmarked for increased services to remote Aboriginal communities. (3) Yes.
(2) What proportion of these funds was earmarked for increased services to remote Aboriginal communities? (3) Has this agreement been adhered to and, if not, how has it been altered and why?
