parliamentary secretary representing the Minister for Transport:
I refer to the road closures associated with the Gran Fondo
bicycle race on Sunday, 13 March.
(1) What advertising was conducted to alert people of the
road closures?
(2) When did the notifications and advertising commence to
alert people to the road closures?
(3) When was
the traffic management plan created, who approved it and will the minister
table the plan; and, if not, why not?
(4) What assessment of alternative routes was done to
minimise any impact on other road users?
(5) Were any
roads closed on Sunday morning that were not shown on the traffic management
plan; and, if so, which roads?

The following advertising was undertaken by CIC Events Management. There were 3
000 pamphlets distributed to all residents along the route. Road closure
information was promoted by all local councils and shires via email, message
boards, websites and any other means they had available. Community Newspaper
advertising was done in Eastern Reporter , Hills Gazette, Avon Valley Gazette , Joondalup Times, Wanneroo Times , Midland/Kalamunda Reporter and Western Suburbs Weekly , with a distribution
of 22 000. Advertising was also done in The
West Australian of 2, 4, 5, 7, 9, 10, 11 and 12 March 2016; The Sunday Times on Sunday, 6 and 13
March 2016; and PerthNow from Sunday 6 until 13 March 2016.
On radio—6PR, 92.9 FM and
96 FM played a pre-recorded message on the road closures after the traffic
announcements every day from Thursday, 3 March until Sunday, 13 March 2016; and
6IX made traffic announcements daily from Monday, 7 March until Sunday, 13
March 2016. On digital media—Facebook, Instagram, Twitter and the CIC
website and Gran Fondo World Series Perth website had details posted regularly
about the road closures. Maps and detailed lists were posted on all mediums.
On various message boards—22
advanced electronic notifications were distributed along the route from Friday,
4 March until Sunday, 13 March 2016. Other advertising was done at Perth
Airport, Transperth and the University of Western Australia; taxi companies,
Uber; Perth tour bus companies; hospitals; and police. Major stakeholders along
the route were notified by phone and email regarding road closures. In
addition, Main Roads developed a communications plan that supported
communications by the event organiser and included radio traffic broadcasts,
digital media and electronic signage on freeway gantries.
(3) The plan
was finalised on 10 March 2016 and it was approved by an accredited roadworks
traffic manager. The traffic management plan is a very detailed and technical
document. Due to its complexity, the minister would be happy to arrange a briefing
for the member if requested.
(4) A number of routes were assessed.
(5) Not to the knowledge of Main Roads.
