It is correct that the Commonwealth has resumed responsibility for the delivery of international quarantine and export inspection services from 1 January 2004. I have a lengthy answer to the eight-part question. I seek leave to have the answer incorporated in Hansard . Leave granted. (1) The Commonwealth resumed responsibility for the delivery of international quarantine and export inspection services from 1 January 2004. The Department of Agriculture, Fisheries and Forestry (DAFF) of the Australian Government and the Department of Agriculture Western Australia (DAWA) signed an agreement regarding quarantine and export control services and related matters. (2) No statutory changes were necessary as the quarantine inspection functions were carried out under the Commonwealth Quarantine Act, fully funded by the Australian Government, and were administered by DAWA under a memorandum of understanding. (3) A transfer of the AQIS function to the Commonwealth effective November 2003 resulted in a reduction of 192 FTE’s or 230 employees. (4) The salary, leave liability (annual/long service leave) and conditions of the officers were transferred to AQIS. Superannuation of the officers remain preserved by the Government Employees Superannuation Board.
