I refer to page 984 of the 2004/5 Budget and specifically to the contemporary music strategy for Indigenous musicians through ArtsWA and ask will the Minister provide the specific details and progress of this strategy?

The Contemporary Music Taskforce allocated $500,000 to the development of Indigenous contemporary music. An Indigenous Contemporary Music Reference Group met in March 2003. The Reference Group identified priority areas for development as follows:
Infrastructure
· ArtsWA has progressed the development of an independent Indigenous Business Music Unit as a priority with the Office of Aboriginal Economic Development (OAED). The OAED has committed $10,000 for development of a business plan and is currently finalizing its brief for this work, to be completed by the end of 2004. $100,000 has been allocated from the Indigenous Contemporary Music Strategy for the support of the Unit subject to completion of the business plan.
· The Western Australian Music Industry Association (WAM) has been funded $25,000 to develop an interactive database and website for Indigenous music. The database will ultimately be shared with the Business Unit. This is in addition to funding received by WAM to develop a contemporary music website and database generally.
· $75,000 has been allocated to enhance marketing and distribution strategies as the website, database and Business Unit become operational.
Skills Development
Key organisations will be invited in June 2004 to submit proposals for the delivery of pilot skills development programs including:
· Indigenous contemporary music programs in schools;
· Community workshops; and
· Role model and mentorship programs.
A total of $200,000 has been allocated for the development of these pilots, to commence in October 2004.
$100,000 has been allocated to the development of music and events managers, with a particular focus on Indigenous festivals. ArtsWA is working in partnership with key Indigenous festivals and organizations in the provision of business and management skills development and support will roll out over the next 12 months.

· A train-the-trainer model in partnership with Abmusic in November 2003, delivered by Bob Smith and Richard Walley.
· A series of song-writing workshops in the Kimberley with Neil Murray and Peter Brandy in July 2003.
· A recording workshop with Morganics, with recordings now receiving airplay in the Pilbara, with young people from Jigalong and Newman.
· A Professional Development Project currently with Bloodwood Tree Association staff and committee members to develop a strategic plan for the Ninji Ninji Festival in Port Hedland.
