STEP-UP, STEP-DOWN MENTAL HEALTH FACILITY —
KARRATHA
1220. Hon JACQUI BOYDELL to the parliamentary secretary
representing the Minister for Health:
I refer to the proposed step-up,
step-down mental health facility to be built in Karratha.
(1) What consultation has been
undertaken with —
(a) the residents of Gregory Way; and
(b) the wider community?
(2) What
information has been provided to residents about the facility, including
evidence of successful integration in residential settings?
(3) Is the
minister concerned that the member for Pilbara's public commentary on
this issue is creating fear and misunderstanding within the community?
(4) What are the current time lines
for the proposed facility?
(5) Are any alternative locations
being considered?
(6) If yes to (5), what are the
alternative locations?

I thank the honourable member for
some notice of the question.
(1) (a) The
Mental Health Commission in collaboration with the City of Karratha undertook a
letter drop to houses on Gregory Way and surrounding streets on 12 July 2018
informing them of the proposed use of the land at lot 502 Gregory Way. In
August 2018, a representative of the Mental Health Commission met with two
residents of Gregory Way and another person living in an adjacent street who expressed an interest in
receiving additional information regarding the step-up , step-down
service. On 19 November 2018, the officers of the Mental Health Commission
undertook a teleconference with two residents of Gregory Way.
(b) The Mental
Health Commission has met with a range of stakeholders in the Karratha
community, including the Pilbara Mental Health Service, WA Primary Health
Network Alliance, Mawarnkarra Health Service and Mission Australia. In August
2018, the Mental Health Commission spoke with the Karratha Community
Association. In October 2018, officers from the Mental Health Commission met
with the principal and school board of management of St Paul's Primary
School to provide them with information regarding the Pilbara step-up, step-down
service. During the October 2018 visit, the Mental Health Commission officers
met with a member of the Karratha community
who was expressing support for the step-up, step-down service at its
proposed location.
(2) The Mental
Health Commission has responded to the specific questions raised by residents,
produced a pamphlet that outlines the function of the step-up, step-down
services, and directed residents to the frequently asked questions and five
videos of service users and service providers who describe the value of the
step-up, step-down service, which are available on the Mental Health Commission's
website.
(3) I am aware
that the member for Pilbara presented a community-initiated petition to
Parliament regarding the former preferred site, although I am unaware of any
further commentary with regard to the Gregory Way site.
(4) Planning for
the Pilbara step-up, step-down service is on schedule. It is estimated that
practical completion will be achieved by June 2020.
(5) No. Following
previous consideration of options, the Gregory Way site remains the government's
preferred location.
