should not be a maximum-tenure policy within the TRG.

a general comment, it is desirable that there is a range of expertise and that
there is some changeover within policing units in the state so that people have
new opportunities, do not become stale in particular positions and so on.
Obviously, the Commissioner of Police should be the one to comment on the
detailed operational activities of the police and how units are staffed.
