Could the minister please update the
house on the process of information communications technology reform in Western
Australia?

I thank the member for Joondalup,
who is one of the more information and communications technology–savvy
members of Parliament and, possibly, a bit more IT savvy than the member for
Hillarys demonstrated he was today.

SPEAKER : Thank you, member for Hillarys! Member for Girrawheen.
Mr
W.R. MARMION : I am delighted to report that an independent body that
specialises in market research has released an independent report on the ICT
strategies of all Australian states. It is called the ''Digital
Government Readiness Report'' and it is produced by a company called
Intermedium. It analyses different states in the six categories of ICT
strategy, service delivery, ICT policy, procurement policy, ICT governance and
cross‑jurisdictional cooperation. Western Australia has had a dramatic increase
in the past 12 months in our rating. I have to confess that 12 months ago we
were ranked down near the bottom. Over the past 12 months, we have had a stunning
progress and lifted our percentage 72 per cent, which was the highest
percentage increase in Australia. The next biggest increase was South
Australia, which had a 17 per cent increase in its rating, followed by Victoria
with 15 per cent. We have been rated so highly in the past 12 months because of
some of the issues that we have confronted in innovation. We have developed our
own ICT strategy, which we did not have 12 months ago. That has lifted our
rating from 3.5 out of 10 to 6.1 out of 10.
I anticipate that in next year's
survey we will go even further. It is probably unrealistic to predict another
72 per cent increase, because that will take us over 10 out of 10. We have
three very big initiatives coming up in the next 12 months. As members might
have read in the paper today, one is the GovNext-ICT reform program, which will
outsource our service delivery to the cloud. That is a very strong initiative
and that will save somewhere around $65 million-plus for the government. We are
also having a complete overall of WA government websites. That should be
another tick for us next year. Most importantly, the MyWA digital
identification program will make it easier for the public of Western Australia
to access government programs, services and payment options.
Those three initiatives show that WA
is lifting its game in the ICT area, and I am hoping that next year, as the
Minister for Innovation, I will be able to report that WA has lifted to maybe
first or second in Australia.
