I refer to the answer to my question on notice No. 3884, and ask -
(1) Will the Minister please table all of the Department of Water’s current policies regarding the use of its statutory powers to require meters to be installed on licences?
(2) Has the Minister considered making metering a regulation deemed to be included in every license as per Clause 15 (1) of Schedule 1 of the
Rights in Water and Irrigation Act 1914
?
(3) If no to (2), why not?
(4) Would a regulation such as that proposed in (2) -
(a) retroactively affect existing licenses; and/or
(b) be incorporated in renewing licenses?
(5) Has the Minister amending licenses to make metering a condition of all existing licenses as per Clause 24(2)(e)(iii) of Schedule 1 of the
Rights in Water and Irrigation Act 1914
?
(6) If no to (5), why not?
