City of Bayswater—Cat predation
1104. Hon Dr Brad Pettitt to the minister representing
the Minister for Local Government:
(1) Is the minister aware that since the recent
City of Bayswater disallowance in Parliament on 16 September 2025, an estimated
8,166,514 wildlife have died from pet cat predation, 1,680 pet cats have died
and 10,080 pet cats have required treatment for a roaming-related injury?
(2) Aside from sending a letter on 6 October 2025,
has the minister responded to the subsequent and consistent requests from the
WA Feral Cat Working Group to meet regarding the progression of cat containment
and the promised amendments to the Cat Act 2011 ?

I thank the
honourable member for some notice of the question. The following response has
been provided by the Minister for Local Government.
(1)–(2) As the honourable member is aware,
on 16 September 2025, the Cook Labor government announced its intention to
amend the Cat Act to enable local governments to make and enforce local laws
relating to cat containment. Currently, the Cat Act provides local governments
with important tools to manage cats, including prohibiting them from specific
public places, addressing nuisance behaviour and enforcing sterilisation,
microchipping and registration. The reforms will provide a framework for local
laws that will promote responsible cat ownership, including cat containment,
and empower individual councils to engage with their communities on these
issues. I thank the WA Feral Cat Working Group for its advocacy and support. Consultation
with key stakeholders will continue as the amendment is progressed.
