(a) Yes.
(b) In 1997/98 the annual average weekday traffic on Riverside Drive between the Causeway and Plain Street was 47 880. Traffic at this location in July 2000, following the opening of the Graham Farmer Freeway, was 26 010 (weekday traffic on the collection days - not seasonally adjusted).
In 1993/94, the annual average weekday traffic on Riverside Drive between Barrack Street and Governors Avenue was 62 490 vehicles per day. In July 2000 traffic at this location had reduced to 38 090 vehicles per day (weekday traffic on the collection days - not seasonally adjusted).
