In relation to the Minster’s incorrect answer to my Question on Notice No. 4399, answered on 15 February 2011, in relation to Council of Official Visitors Reports regarding Indonesian prisoners, where the Minister claimed that no reports had been produced since he became Minister and which he then failed to correct until 24 February 2011, I ask:
(a) how many Council of Official Visitors Reports referring to Indonesian prisoners have been submitted since the election of the Barnett Government;
(b) how many emails or pieces of correspondence has the Minister and the Government received regarding Indonesian prisoners since the election of the Barnett Government and from whom have these been received; and
(c) why is the Minister refusing in his answer to Question on Notice No. 4399 to table in full all the Independent Official Visitors Reports and correspondence relating to Indonesian prisoners since he became Minister?

(a) The Council of Official Visitors is an independent agency established under the
Mental Health Act 1996
(WA). This question should be directed to the Minister for Mental Health.
(b) The Member's question would require every employee in every Ministerial office and Government agency to search their records since September 2008, which I consider to be an unreasonable use of Government resources. My Ministerial office has received two pieces of correspondence from sources external to the Government regarding Indonesian prisoners. I will not provide the names of correspondents to protect their privacy.
(c) The Office of the Inspector of Custodial Services administers the Independent Visitors Scheme and has not tabled any of these reports. The Inspector of Custodial Services does not support doing so as the information contained in them would reveal the identities of adult and juvenile offenders in custody.
