I refer to public statements from the Premier that the North West Shelf extension is critical for Western Australia's (WA) economy and domestic gas supplies, and to public disclosure of gas sale contracts between the Waitsia Joint Venture and the North West Shelf facility, and I ask: (a) is the Government aware that gas is currently being purchased from the domestic gas market to supply the North West Shelf facility for export; (b) if yes to (a), how much gas is being supplied to the North West Shelf facility from the domestic market; (c) how is the Waitsia Joint Venture currently meeting their contract to supply 250 terajoules of gas per day to the North West Shelf facility; (d) what is the total amount of gas that the North West Shelf facility is currently supplying to the WA domestic gas market; and (e) what is the total amount of gas that is currently being supplied to the North West Shelf facility from the domestic market, or other onshore gas supplies, that were previously reserved for the domestic market?

a)        The Waitsia Joint Venture is engaging in gas swaps as allowed for under the Domestic Gas Commitment Agreement signed with the Government of Western Australia.
b)        The Domestic Gas Commitment Agreement allows the joint venture to export 7.5 million tonnes of LNG and requires that an amount equivalent to 15 per cent of this fixed volume of LNG exports is made available to the domestic market.
c)        The Waitsia Joint Venture have engaged in gas swap opportunities with WA gas market participants who have excess gas to enable supply to the North West Shelf facility. The Waitsia Joint Venture will return these volumes to the participants when needed as part of this exchange (source: Beach Energy’s 2023-24 Third Quarter Activities Report).
d)        In 2025, average domestic gas supply from the North West Shelf is around 148 terajoules per day (source: WA Gas Bulletin Board).
e)        Refer to response to question (b). No other onshore gas is being supplied to the North West Shelf facility.
