I refer to question 14 of 21 June 2005 in the Legislative Assembly and question 518 of 24 August 2005 in the Legislative Council on the issue of progress payments to builders and an independent review of tender and contract administration practices, and I ask how the minister reconciles the following - (a) the answer to question of 21 June 2005 stating “the independent review . . . will be completed shortly” and the report being tabled in the Legislative Assembly on 4 May 2005; and (b) the answer to the question of 24 August stating “the report was tabled in Parliament” when it was tabled only in the Legislative Assembly? On receiving question 455, the minister’s office and the Department of Housing Works noted that question 14 was asked on 6 April 2005, not 21 June 2005 as referred to in the member’s question. The minister’s office contacted the Parliamentary Services Department requesting that the member be advised before proceeding, but the member could not be contacted at the time. Nevertheless, the minister provided the answer as a courtesy to the member. The minister signed the question prior to 4 May 2005 but it was not submitted to the Parliamentary Services Department until its due date. It appeared in Hansard on 21 June 2005. In order to avoid any further confusion, the minister is prepared to offer the member a briefing by the Department of Housing and Works on this matter. If, following that briefing, the member still wishes to place his concerns on the parliamentary record, the minister suggests that he place the question on notice with the correct references to previous questions.
