BROTHELS IN RESIDENTIAL AREAS - LETTER FROM MINISTER FOR PLANNING AND INFRASTRUCTURE
I refer to the minister’s letter to the editor that appeared in the Comment News of 16 October, signed off by her as Minister for Planning and Infrastructure, and specifically to her statement that brothels will definitely be prohibited in residential areas. (1) How can the minister guarantee that brothels will be banned in residential areas? (2) What planning protocols will be used to remove all existing brothels from residential areas? (3) Given the minister’s comments, why did she vote against the proposed amendment to the government’s prostitution laws that would have achieved a prohibition of brothels in residential areas? Ms A.J.G. MacTIERNAN

(1)-(3) As the member would well know, and as I say in that letter, the state government is developing a planning protocol, as we indicated the last time this legislation was proposed. As I said in the letter, the details of that protocol are being refined. It certainly is the case that there are existing facilities in areas, and as the legislation makes clear - Mr P.D. Omodei : Which areas - residential areas? Ms A.J.G. MacTIERNAN : They are in mixed areas. As the legislation makes clear, those facilities will be able to continue. After the legislation has passed through this place, we will refine that policy. There will be a planning policy, as has been made quite clear in the legislation. A planning policy will guide local government on the location of these establishments.
