132. Dr EDWARDS to the Minister for the Environment:
(1) For each new national park proposed under the Conservation and Land Management's 1987 regional forest management plans, and endorsed by the Government in 1988, will the Minister provide the following information -
(a) name;
(b) area in hectares;
(c) whether gazetted in full or not;
(d) if gazetted, date of gazettal; and
(e) if not gazetted-
(i) estimated date of gazettal;
(ii) reason for delay in gazettal; and
(iii) if the gazettal will not proceed, the reasons for the decision not to proceed?
(2) For each new conservation park proposed under the Conservation and Land Management's 1987 regional forest management plans, and endorsed by the Government in 1988, will the Minister provide the following information -
(a) name;
(b) area in hectares;
(c) whether gazetted in full or not;
(d) if gazetted, date of gazettal; and
(e) if not gazetted -
(i) estimated date of gazettal;
(ii) reason for delay in gazettal; and
(iii) if the gazettal will not proceed, the reasons for the decision not to proceed?
(3) For each new nature reserve proposed under the Conservation and Land Management's 1987 regional forest management plans, and endorsed by the Government in 1988, will the Minister provide the following information -
(a) name;
(b) area in hectares;
(c) whether gazetted in full or not;
(d) if gazetted, date of gazettal; and
(e) if not gazetted -
(i) estimated date of gazettal;

The Minister Replied:
(1)-(6)The Member for Maylands has sought information on the status of conservation reserves proposed in the 1987 Forest Regional Management Plans. As stated in the Forest Management Plan 1994-2003, where the 1987 plans and 1994 plan deal with the same issue, such as tenure, the provisions of the 1994 plan replace those of the 1987 plans.
The 1994 plan is the current Conservation and Land Management Act 1984 management plan that makes recommendations for tenure changes in the three forest regions managed by the Department of Conservation and Land Management. I am unable to respond to the details sought by the Member for Maylands on the implementation of tenure recommendations made in the 1987 plans as those recommendations have been superseded by the 1994 plan. I shall arrange for the Member for Maylands to receive a copy of detailed tables that indicate the action taken on implementing proposals in the 1994 plan, which include identification references for the 1987 plan.
I am able to advise the Member for Maylands that the tenure recommendations of the 1994 plan which were endorsed by the Regional Forest Agreement are to be progressed by way of a proposed State Forest Excisions and Reserves Bill, that will create the conservation reserves recommended in both documents. Tenure changes committed to in the Regional Forest Agreement which are substantially different to those recommended in the 1994 plan will require a new or amended Forest Management Plan.
