I refer to the Department of Housing's public housing assets, and I ask:
(a) for each financial year from 2007–2008 to 2011–2012:
(i) how many properties did the Department of Housing pay Council rates;
(ii) what was the total amount of Council rates paid for public housing; and
(iii) how many public housing properties have been transferred to not-for-profit community organisations that are exempt from paying Council property rates;
(b) does the Government hold the view that the transfer of public housing assets to not-for-profit community organisation that do not pay Council property rates transfers the associated costs of State housing to Council and Shire ratepayers; and
(c) is or does the Government have any plans to review this situation so that local government is not bearing the cost burden of the transfer of public housing to the not-for-profit sector via way of decreased rates revenue?

(iii) Any rate exemption is at the discretion of the Local Government Area, subject to an application from the relevant community housing organisation. The Department has no involvement in this process.
(b) The Government acknowledges the rates revenue potentially foregone by local government authorities, while noting that none of the assets title-transferred to community housing organisations in this period were existing public housing stock for which rates were paid by the Department.
(c) Issues around rates exemptions are business decisions for local government authorities and community housing organisations. As the Government continues to work with the community housing sector to deliver affordable housing outcomes, any significant costs and benefits to the people of Western Australia will be considered, including potential impacts on local government authorities.
