A WA parliamentary question seeks reports on the economic feasibility of Ord River irrigation projects since 1995. The Treasurer identifies several reports, notes most are public, and declines to release a specific internal Treasury report due to its age and potential to influence current investment processes.

(1)
· Ord River Population Planning Study, July 1996, by Naralup Associates, prepared for Department of Resources Development.
· Ord River Irrigation Area Stage 2 Expansion, September 1997, by Sinclair Knight Mertz, on behalf of Western Australian and Northern Territory Governments.
· Proposed Ord Irrigation Developments, Impacts on Services Provided by the Shire of Wyndham East Kimberley and State Government Agencies, November 2002, by Kellogg Root Brown, prepared for the former Department of Mineral and Petroleum Resources.
· Economic Evaluation of the Ord Stage 2 Development Proposal, Internal Research Report 2007 (2007 Treasury Report), Department of Treasury and Finance.
· Ord Expansion Project- Business Case Evaluation, October 2004, which was updated in August 2008 by Marsden Jacob Associates, prepared for the Department of Industry Resources. The latter document was provided to the Public Accounts Committee in April/May 2010.
Not commissioned by Government, but related to the Marsden Jacob Associates work above, and potentially relevant to the question is the following:
· Ord Stage 2 and the Socioeconomic Status of the Indigenous People of the East Kimberley Region, 2007, by J. Taylor, Australian National University. This document was also provided to the Public Accounts Committee in April/May 2010.
(2) All of the above reports are in the public domain, except the 2007 Treasury Report, which is an internal paper assessing the impacts of development proposals received by the previous Government's  2006 Expression of Interest process.
(3) The 2007 Treasury Report is superseded, particularly since the cancellation of the 2006 Expression of Interest process by the previous Government. In any case it is not standard practice to release internal departmental research to the public when it has the potential to influence market responses to investment. I am not proposing to release that document while the State is still working through the current Request for Proposal and Expression of Interest processes because it could compromise the process.
There are no other relevant documents that are not already in the public domain.
