I have a supplementary question. The minister said that 33 groups had agreed. The three that have not provide 65 per cent of all sea rescues; that is, Fremantle, Cockburn and Whitfords. The minister has broken her promise to them. Will she now address this situation? Mrs M.H. ROBERTS

That is a plainly incorrect assertion. I have broken no promise. The fact of the matter is that the Opposition is calling upon the Government to provide money to groups in an unaccountable way. FESA has bent over backwards to try to negotiate with these groups to get a service level agreement in place. We need to have a way forward for the coming summer season, and we will have a way forward. We cannot continue in a situation in which the organisation that is charged with responsibility under the legislation has under its control groups that are outside the legislation and have no service level agreement. The Leader of the Opposition clearly does not know very much about this. The Police Service allocates the tasks, and it allocates those tasks to accredited - Mr C.J. Barnett interjected.
