I refer to the Mandurah Footbridge Project over Mandurah Road linking the residential area of Greenfields to the Mandurah Train Station. Given Landcorp is a contribuitor to this project and is under your jurisdiction I ask: (a) what were the final reasons given for the acceptance of the McConnell Dowell
Tender for the project; (b) what was the final
accepted Tender Cost for the project? What was the funding breakdown between the City of Mandurah, State Government contribution and Federal Government
contribution; (c) was the successful tender solely accepted on cost? If not what other factors
determined their success? Were assurances given about the project’s
lower costing being reliant on the fabrication of steel works being constructed
and assembled in China; (d) was there any
consideration given to Local Content, specifically local engineering companies
from the Region in the Tender process and if not why not; (e) as there is a major
issue regarding the compliance of the welds and other metal fabrication
components, why were these not checked for compliance before the structures
were shipped to Western Australia; (f) what guarantee is
there that simply expanding the welds/strengthening the welds will ensure
compliance to Australian Standards; (g) there is a very large crane that has sat idle on the site for at least a month.
What is the daily cost of the crane hire (and for it to be left on site) and
who is liable for the cost of this hire; (h) does the government expect there to be a cost over run on this project, and if so who will be liable for this over run; and (i) will it be the City of Mandurah Rate Payers, Landcorp or the Federal Government?

(a) - (i) At the time of structure planning for the Mandurah Junction Estate, LandCorp committed to making a fixed $500,000 contribution to the City of Mandurah towards the development of a future footbridge.
The City of Mandurah was the sole decision-maker in terms of procuring the tenders and ultimately appointing and managing the  contractor. Accordingly, questions regarding tender process should be  referred to the City of Mandurah.
