(1) In reference to Department of Mines, Industry Regulation and Safety (DMIRS) approval of large scale blasting
activities on Pinjin Station, and in the light of a DMIRS assertion that the
proposed blasting activities could be undertaken in accordance with the
required safety standards, including to provide adequate protection of the
community, employees and the environment, can the Minster explain how the
department was able to satisfy itself that ‘adequate protection’ was afforded
to substantial occupied buildings including people on Pinjin Station located
within 200 metres of the proposed large scale blasting? (2) If
no to (1), why not? (3) Will
the Minister table a copy of the blast guarding procedure dated 25 April 2018
lodged with the mining proposal dated 4 April 2018? (4) If
no to (3), why not? (5) In seeking
approval with DMIRS did Hawthorn Resources advise the department that people
living and residing in occupied buildings located within 200 metres of proposed
large scale blasting would not be required to be evacuated? (6) If
no to (5), what specifically did Hawthorn Resources advise in relation to this? (7) If
yes to (5), what specifically did they state in relation to this matter? (8) Did
DMIRS recognise that substantial risks and dangers existed to occupied
buildings and people living on the station for large scale blasting proposed in
the Hawthorn Resources mining proposal dated April 2018? (9) If
yes to (8), how did the department satisfy itself before giving approval that
those risks and dangers were eliminated for people residing and living within
occupied buildings? (10) Can
the Minister quote the specific text of what is contained in the blast guarding
procedure dated 4 April 2018 lodged with DMIRS that provides more than adequate
protection to eliminate the risks and dangers for people living and residing in
occupied buildings with 200 metres of the proposed blasting?
