I refer to the containment program which is underway on the land south of Bardon Park in Maylands, owned by the Western Australian Planning Commission (WAPC), and ask: (a) can the Minister please provide a record of the WAPC’s expenditure on this land annually since 2008, specifically relating to environmental restoration in weed control and vegetation (excluding any amount spent on cycleway/footpath); (b) has the Minister visited this site to see the extent of the weed infestation, and if so, when; (c) does the Minister acknowledge the need for urgent action before an explosion of weeds occur; and (d) will the Minister commit to ongoing funding to get on top of the weed infestation?

(a) This information is not available as the Western Australian Planning Commission (WAPC) does not itemise land management expenditure to individual land parcels. Management costs in the metropolitan area are allocated to three regions. Annual weed expenditure for the Swan River North region (which includes Bardon Park) is only available for the last three financial years as a consequence of the decommissioning of the Office of Shared Services.
Financial year
Annual weed expenditure
2013-14
$25,013
2014-15
$36,496
2015-16
$46,024
2016-17
$45,000 (budget allocation)
(b) No, however I have visited Bardon Park. (c) The Department of Planning (on behalf of the WAPC) met with the City of Bayswater and agreed on a joint approach for the weed mapping program, which includes all of the land, regardless of ownership. A weed mapping report has recently been prepared which outlines a control strategy to address individual weed species identified. An eradication program is currently being prepared in respect of the WAPC land. (d) The WAPC has an annual budget for weed management and control. Once the mapped weed eradication requirement has been costed and relevant stakeholders have been engaged, a program of ongoing increased weed control including the ‘marshy’ area east of the shared path will be undertaken at Bardon Park in conjunction with the City of Bayswater. Work will be initiated by the Department of Planning on behalf of the WAPC in coming weeks.
