Hon George Cash asks about local government authorities contracting administrative services to each other. Hon Tom Stephens admits the department lacks records and struggles to recall specific examples, but highlights the broader trend of inter-council collaboration as an alternative to forced amalgamations.

LOCAL GOVERNMENT AUTHORITIES, ADMINISTRATIVE SERVICE CONTRACTS
Two weeks ago on 13 March I asked which local government authorities contracted administrative services to other local government authorities. The minister said that the City of Canning was one authority that contracted to three local government councils. He said at the time that it had been brought to his attention that there was at least one other and that he would check his files and come back to me. Has he been able to do that and are there any other councils that provide those services? Hon TOM STEPHENS

I have asked for assistance on this. The department has said that it has no record that documents these relationships between one local government and another. I have not been able to recall the name of another council that told me that it was involved in delivering services by contract. Several members interjected. Hon TOM STEPHENS: When we think of it in those terms, of course there are a number. That opens up a whole new dimension to the question. I was trying to relay to Hon George Cash that one or two metropolitan councils were delivering services to local government, which a rural or remote council was unable to provide for itself and had managed to secure the service of often a city-based council. One other council that does it has identified itself to me. The local authorities were basically saying to the Government that there are efficient ways for the local government to operate that do not necessarily mean reducing the numbers of local government authorities or causing forced amalgamations. They were advocating basically that there were ways of producing collaboration and cooperation. Hon Bruce Donaldson has drawn upon his deep experience of local government to point out other ways in which people can provide services. Hon Kim Chance: Such as joint ownership of facilities. Hon TOM STEPHENS: Yes, and cooperation and collaboration, which is increasingly on display in local government. Hon Ken Travers: Except between the Cities of Wanneroo and Joondalup. Hon TOM STEPHENS: They have not been able to sort out the mayoral chain. Hon George Cash has correctly pointed out that a theme has developed that has style, flair and value. I am sorry I have not been able to recall the name of the other council.
