109. Hon Nick Goiran to
the minister representing the Minister for Corrective
Services:
I refer to the
decision of His Honour Nicholas Egan on 6 March 2026 in which Mark Anthony Jr
Unchango was sentenced to 10 years imprisonment for the horrific sex attack in
Whitfords on a woman in her 40s.
(1) Is the minister aware that the
offender had two previous convictions for sexually abusing children prior to
his release on a post-sentence supervision order at the time of the Whitfords
attack?
(2) Is the minister aware that the
offender unsuccessfully applied for a suppression order?
(3) How many times had the offender been
required to report to authorities or otherwise be monitored in the five weeks
between his release from prison and the Whitfords attack?
(4) Has a review been conducted into the
self-evident ineffective supervision in this case?
(5) If no to (1), (2) or (4), why not?

I thank the member for some notice of the question. The
following answer has been provided by the Minister for Corrective Services.
(1) Yes.
(2) Yes.
(3) The offender was released at sentence
expiry and was required under his post-sentence supervision order to report to
adult community corrections within 72 hours of release. He failed to report as
required and consequently breach action was taken.
(4) The minister does not accept the
premise of the question.
(5) As above.
