Main Roads WA advises:
(1) The requirement for a speed restriction at a roadwork site is specified in Australian Standard 1742.3 - 2009 "Manual of uniform traffic control devices Part 3: Traffic control for works on roads".
(2) Yes
(3) The speed restriction requirements are enforced by the Police. Approval to allow work on a road with a particular traffic management plan is overseen by the road authority or an authorised body, and may be enforced by their staff or if work was deemed to be carried out unsafely, by Worksafe.
