The statement is only partially
correct. In 2007, as we will see when reading this report, that was put on hold
—
Mr
M. McGowan : No, it was put on hold in 2009.
Dr
K.D. HAMES : Sorry, 2009, yes, but as the report says, that was put on hold.
So yes, it was under our government, but I have no recollection of being
involved in that decision, and I do not know why it was put on hold.
Several members interjected.
The
SPEAKER : Members!
Mr
M. McGowan : So you've known about all these issues for four years!
You didn't think to ask?
Dr
K.D. HAMES : I do not know why it was put on hold, but what I can tell members
is that lots of processes were put in place, both prior to that and under a
Labor government, and it did not even know this person was committing
corruption under its system. The Labor government put it in place in 2007; it
did not pick up this guy who was committing these acts of corruption in a
period under the former government. I am not aware of why that would have been
put on hold. I presume it was a decision of the executive at the time, but
there were other things put in place, looking at other areas in trying to
address fraud in other ways. A whole range of things were going on around the
area of procurement trying to resolve those things.
