statement in the Department of Environment Regulation's latest annual
report that the DER's effectiveness
key performance indicators for ''Outcome 1: Emissions, discharges and
clearing of native vegetation are effectively regulated to avoid unacceptable
risks to public health and the environment'' are not relevant.
(1) Will the minister table the KPIs
to which DER is working to 2016–17?
(2) How has the criticism made by
the Auditor General been addressed?
(3) If the
Auditor General's criticism has not been addressed, how can the public
be confident that DER is taking effective steps to avoid unacceptable risks to
public health?

framework as published in its 2015–16 annual report and remains of the
view that the OBM framework—services, outcomes and KPIs—is relevant,
appropriate and fairly represents DER's effectiveness and efficiency.
As a result of the review, DER has proposed additional KPIs to capture
compliance activity and the strategic review of licences. The department has
engaged with the Office of the Auditor General for comment on the OBM framework
and KPI review. DER has provided its OBM framework review to Treasury for
approval of the proposed additional KPIs for 2016–17. Timeliness is a common
and generally accepted measure of effectiveness used by environmental
regulators in Australia. Tasmania, South Australia, and Victoria report to time
frames written into their statutes. In Western Australia, timeliness is used in
effectiveness KPIs by the Office of the Environmental Protection Authority as
well as the Department of Mines and Petroleum.
