Recommendation 77 of the Reid report states that the Department of Health should produce a quarterly report card that gives the community and other stakeholders easy access to key statistics on health system performance. No such report has ever been presented; therefore, I ask - (1) Why not? (2) How does the government expect to provide baseline data gathered in an objective way prior to the minister’s so-called reforms against which to compare his progress? (3) Why has the minister changed the way he records a number of what could be key indicators, making it even more difficult to assess progress, if any, that has been made? What I would like to present to the member and to this house is the operational plan for the coming 12 months in the health system in Western Australia, which over some 39 pages goes into enormous detail of everything that will be done in the health system of a major nature, and which will include all the issues to which the member has just referred. In particular, I draw his attention to our very aggressive program for redressing the decades of neglect in mental health in Western Australia; in particular, the major construction program that will take place across the length and breadth of the state - Mr D.F. As a result of the implementation of this operational plan in the next 12 months, for the first time in the history of this state every person will receive his or her elective surgery within the clinically desirable times. That has never before been achieved; thousands of people have always fallen between the cracks.
