I refer to the Office of the Inspector of Custodial Services report titled Western Australia's Prison Capacity dated 19 December 2016, and note that 16% of cells do not meet lower International Committee of the Red Cross (ICRC) standards for single occupancy, and ask what is the breakdown, by prison, of the total funds dedicated in the State Budget to upgrade cells to meet these lower ICRC standards?

The Department of Justice (the Department) advises that no funds have been allocated as the International Committee of the Red Cross standards are not applied in the development or maintenance of prison facilities in Australia.
The Department seeks to develop and maintain prison facilities to the highest standards within the available resources. Facilities are designed and constructed in accordance with the relevant and applicable Australian building codes.
In the absence of any other mandated guidelines or standards, the ‘Standard Guidelines for Corrections in Australia’ and the ‘Fire & Life Safety Guidelines’ of Victorian Corrections are utilised as guiding principles in design.
