AUSWEST TIMBERS — LOG SUPPLY
I refer to the minister’s media release of 20 October 2011, “Forest Management Plan”, which stated — The State Government was asked if it would be willing to negotiate future additional investment security with Auswest, should it be successful, and has indicated it would. This additional security can only be provided if—after the next FMP is finalised—Auswest is offered and accepts a new jarrah contract. The media statement also refers to the fact that contracts expire at the end of the term of the forest management plan, which is December 2013, and that investment security guarantees—ISGs—are held by Gunns and Auswest. I understand that ISGs run for a period of no more than 10 years. Given these time periods, it could be reasonable for Auswest to present a case that it has been provided with 12 years and two months’ supply assurance. According to an article on the ABC News website on 24 October 2011, “Sawlog supply assurances offered”, Auswest’s managing director said — … the State Government has given guarantees that the volume and quality of timber it needs to make the mill viable for the next 20 years will be available. These assurances apply only if this contract is assigned from Gunns to Auswest. (3) No; there is an existing investment security guarantee held by Gunns, and it is linked to production contract 2770. This provides for compensation if there is not a new production contract for the period 2014–23. The ISG will be assigned to Auswest Timbers if production contract 2770 is assigned. The offer of a production contract from 2014 will be subject to the availability of resource under the next forest management plan. (4) The EPA provides advice to the Minister for Environment, and it would not be appropriate for me to comment.
