to the Office of the Inspector of Custodial Services report Behaviour
Management Practices at Banksia Hill Detention Centre tabled 17 July 2017, and ask: (a) has the Department of Corrective Services recently assessed whether staff are clear, consistent and fair in leadership practices and delivering
treatment to inmates: (i) if so, will the Minister table that assessment: (A) if not, why not; and (ii) if not, given the OICS concerns that punishment
is based not on needs but expectations of the staff, why has there been no such assessment into these practices?

The three tiered quality assurance process is overseen by the:
Tier 1:  Unit Manager
Tier 2: Senior Officer
Tier 3: Assistant Superintendent Operations
This quality assurance process focusses on developing clarity and consistency in the provision of either incentive rewards or loss of privileges for young people in the care of the Department.
Following changes initiated in May 2017, the Department focussed on establishing a Senior Management Team (SMT) at Banksia. The SMT has commenced developing a new Model of Care (MOC). The Department will ensure that, when the MOC is approved and implemented, training will be provided to all Banksia staff in the delivery of Trauma Informed and Age and Developmental care for young people in detention
