Cat Act—Review
664. Mrs Kirrilee Warr to
the Minister for Local Government:
The minister's
government has now presided over 29 disallowances of local laws arising from
the Cat Act, including today's disallowance of the Shire of Pingelly's local
law, because the government has failed to amend legislation the minister has
openly acknowledged is broken. Does the minister accept that the government's failure
to update the act has left regional shires like Pingelly without the tools they
need to manage roaming cats, despite the significant environmental damage these
animals are causing every day?

I thank the member
for the question. I would say that the last disallowance was on 16 September. I
announced that day that we would be amending the act to allow for cat
containment. That same-day action will be introduced next year; it is currently
being drafted. Local governments right now have the ability to control their
cats. They can ban them from public spaces, control nuisance animals and
provide cat cages. There are tools at their disposal that they can use to
control cats in their local governments. I would also say that once this local
law comes in, local governments need to be prepared, because that is something extra
that they will have to police through the rangers in their communities.
