I refer to Budget Paper No. 2, Volume 2 at page 439, "Services and Key Efficiency Indicators – Legal Aid Assistance", and ask as the net cost of services for 2012-13 is listed as $36,013,000 yet the Legal Aid Commission Annual Report for 2012-13 states the net cost of services is $37,126,000, what is the reason for the discrepancy between the budget papers and the annual report?

State funding to the Legal Aid Commission is provided through a legal aid assistance grant, which is funded through an appropriation to the Department of the Attorney General. The value of this grant in 2012-13 was $36,013,000. This is reported in Budget Paper No. 2, Volume 2 at page 439, under Part 9, Department of the Attorney General. This figures represents the net cost to the State of providing services through the legal aid assistance grant.
In addition to State funding through the legal aid assistance grant, the Legal Aid Commission also receives funding from other sources, including the Commonwealth, the Legal Contribution Trust fund and own source revenue. The value of these combined contributions (excluding the legal aid assistance grant) in 2013-14 was $29,098,610.
The total cost of all services provided by the Legal Aid Commission in 2012-13 as reported on page 47 of the Legal Aid Commission Annual Report was $66,225,008.
The difference between the total cost of $66,225,008 and the non legal aid assistance grant contributions of $29,098,610 is $37,126,398. This figure is the net cost of services to the Legal Aid Commission as an independent statutory authority.
