I ask a supplementary question. The minister touched on the real question towards the end of his answer. I repeat: why has the Government not signed up to this initiative? Mr E.S. RIPPER

I said in answer to the member’s question that I will examine the obligations and cost of the Government’s signing up to that initiative. The reason I gave the earlier answer was to indicate that the Government has a definite interest in this area, and it went as far as sending someone to the United States to engage in discussions and research on this matter.
