HILLARYS BOAT HARBOUR, MARINE AND RESEARCH FACILITY
I refer the minister to statements made in the Legislative Assembly this week by the Minister for Planning and Infrastructure to the effect that no final decision has been made on the relocation of the Department of Fisheries marine and research facility to Hillarys Boat Harbour and ask - (1) If no final decision has been made, why did the minister issue a press release in September last year outlining the details of the project and announcing that work would begin? (2) Is the minister aware that the Chairman of Hillarys Boat Harbour Lease Holders Advisory Committee received a letter from the Department of Fisheries on 18 March this year stating that tenders had been called for the project manager? (3) Is the minister aware that this letter also stated that earthworks were expected to begin next month? (4) Has the final decision on the relocation plans been made? (5) If not, why have these steps been taken? Hon KIM CHANCE

When a member asks a perfectly reasonable question, but one of this length with this number of parts, it would be a matter of courtesy and would enable us to improve our advice to members if we were provided with a copy. Had the member had an opportunity to provide me with some notice of the question it might have affected the nature of the answer. I will do my best to answer this. I note, however, that it refers to something that occurred in the Legislative Assembly, so my response may not be within the standing orders. (1) “The minister” presumably means me and not the Minister for Planning and Infrastructure. Hon Ray Halligan: Yes. Hon KIM CHANCE: The press release I issued in September 2001 was contingent upon the budget. We announced that $15 million had been allocated for this purpose. (2) I am not specifically aware of the letter. However, I am not surprised to hear that a letter was sent, because I am aware that the Department of Fisheries wrote such letters. The advice to the committee was that tenders had been called for a project manager. I am not surprised about that either. That is proper advice. (3) No; I was not aware that the letter stated that earthworks were expected to begin next month. However, I am not surprised, because planning permission was given for this project some time ago; in fact, it was given during the term of the coalition Government when the site selection process was completed. (4)-(5) Yes; it was made during the term of the coalition Government. I find it surprising that media releases were issued by another member of the other place stating that we had the site selection process wrong. It was not our process. The site selection process and the planning approvals process were carried out by the former Government. Now people are saying this facility should be in Geraldton. If the former Government had gone through those processes and put it in Geraldton we might have taken the criticism seriously. Hon Ray Halligan: Your colleague in the other place said the decision had yet to be made. Hon KIM CHANCE: Does Hon Ray Halligan mean the member for Geraldton? Hon Ray Halligan: No; the Minister for Planning and Infrastructure. The PRESIDENT: Order! There is no provision in this segment of our proceedings for supplementary questions. Other members are waiting to ask questions. Hon KIM CHANCE: Work will not begin on the project until the parking review, now under way, has been completed. Both my colleague the Minister for Planning and Infrastructure and I have been very clear on that matter. Let us get the information right about this process. The coalition Government established the two key issues that led to the siting of this facility at Hillarys: site selection and planning approvals. Those two key decisions were made by the coalition Government. This Government announced in the September budget process last year the funding of $15 million for the project over four years. My media statement made that announcement. The same people who made the original decision that the facility would be built at Hillarys are now saying that it should be built at Geraldton and that this Government broke a promise because it said it would undertake a car-parking review before construction commenced. We have not started construction. The parking review is under way at this very minute and is expected to be completed at the end of this month.
