ROE HIGHWAY STAGE 8 — GATEWAY REVIEW

representing the Minister for Transport:

(1) Which, if
any, of the six gates of the Gateway review process outlined by the Department
of Finance have been completed for Roe 8 as a standalone road project?
(2) Did this
government ever do a business case for Roe 8 as a standalone road project; and,
if so, when was it completed?
(3) Since the
Gateway review process was endorsed by cabinet in 2007, has the government ever
proceeded with a state-funded transport project costing more than $100 million
without doing any one of the six stages of a Gateway review?
(4) If yes to
(3), what were these projects?
(5) Who had the
final say on whether to sign contracts for Roe 8 even though none of the gates
of the Gateway review were completed for it, and on what date was this decision
made?

secretary representing the Minister for Transport, who is away on urgent
parliamentary business and I now respond, seeing this question and answer for
the first time.
Main Roads WA advises —
(1) The
Department of Finance guidelines highlight that there is no obligation to
complete reviews on all six gates for a project. A ''readiness for
market'' Gateway review was conducted in 2015 on the whole Perth Freight
Link, which includes Roe 8.
(2) No.
(3) Yes.
(4) Main Roads
projects were Great Northern Highway, Port Hedland upgrade and North West
Coastal Highway—Minilya to Barradale.
(5) It was cabinet on 10 October
2016.
