I have a supplementary question. The government said that to

of economic and social activity in these suburbs. Why does the government not
commit to this now?

For the reasons that I just mentioned; we need to do proper
financial due diligence to ensure that the business cases stack up. We need to
look at the financial and public economics of those opportunities. We intend to
honour our commitments, but we need to do the proper analysis.
