140 WILLIAM STREET - TENDER EVALUATION REPORT 1126. Hon NORMAN MOORE to the Leader of the House representing the Premier: I refer the Premier to answers given by the Minister for Planning and Infrastructure, through her representative in the Legislative Council, to question on notice 5014 and question without notice 1039, whereby the minister refused to release any documents concerning the government’s deal over 140 William Street. (1) Does the Premier consider the minister’s replies as meeting required standards of open, transparent and accountable government? (2) If so, will the Premier explain how Parliament can hold the government accountable for its decisions if it is denied the necessary information? (3) If no to (1), will the Premier arrange for the minister to release the requested documents, even in a censored form; and, if not, why not? Hon KIM CHANCE

I thank the honourable Leader of the Opposition for some notice of the question. (1)-(3) I am advised that the information provided by the Minister for Planning and Infrastructure discloses all relevant details about government liabilities under the arrangements. The documents requested would reveal information about the contractors that is commercially sensitive for those contractors and do not go to the question of government liability. The minister has advised the Premier that she is prepared to provide any further information to the honourable Leader of the Opposition that he requires about the government’s liabilities under the sale and lease arrangements. Hon Norman Moore : So you are letting me know half of it, are you? Hon KIM CHANCE : She is prepared to let the Leader of the Opposition know more - Hon Norman Moore : Yes, I want to know the whole deal. I mean, it is a big deal! Hon KIM CHANCE : Anything that does not damage somebody else’s commercial property.
