I refer to the 2024-25 Government Mid-year Financial Projections Statement, Appendix 5, page 193, which includes the statement "This Appendix contains information on key Special Purpose Accounts (SPAs). It is not an exhaustive list of all SPAs...", and I ask: (a) will the Treasurer please list all SPAs in existence; (b) what is the budgeted 2024-25 financial year closing balance of each of the SPAs in (a); and (c) how is the inclusion or exclusion of SPAs in the State Budget or Mid-year Review papers decided?

a)     The Department of Treasury’s systems do not hold information on individual Agency SPAs. This information can be obtained from agencies through their Ministers
b)    Treasury systems do not hold information on individual agency SPAs.
For the 27 Treasurer’s SPAs, forecast balances at 30 June 2025 consistent with the Pre-election Financial Projections Statement are shown in the attached table.
c)     The disclosure of selected SPAs in Budget Paper No. 3: Economic and Fiscal Outlook (BP3), the Mid-year Review and other whole-of-government financial reports is based on the materiality of the listed SPAs as a vehicle to deliver on the Government’s policy objectives. Given the large number of SPAs across the public sector, it is not practical to publish detailed statements on all SPAs in BP3 or other whole-of-government financial reports.
