a) The Empowering Communities Program tender process applied three qualitative criteria:
i. Service Model (50% weighting)
ii. Organisational Skills and Experience (30% weighting)
iii. Risk Management and Governance (20% weighting).
b) In accordance with State Supply Commission Policies, a respondent’s offer is confidential and cannot be disclosed by the Department of Communities (Communities). Communities provided The People Place Busselton with feedback on its offer on 16 January 2019.
c) Membership of the tender evaluation panel was comprised of senior officers from the Department of Communities and the Department of Primary Industries and Regional Development. The evaluation process was facilitated by the Department of Finance.
