I refer to the comprehensive transport plan
that has been prepared for the proposed major stadium at Burswood, and
ask: (a) in your comprehensive transport
plan, how many patrons are expected to arrive at the stadium station by train
from the Perth City Station; (b) in your
comprehensive transport plan, how many rail car movements are expected to be
needed between Perth City Station and the stadium station to move this number
of patrons; (c) in your comprehensive
transport plan, how many rail car movements will be allowed during each hour,
and does this number of movements include the movements required for operation
of the Armadale and Thornlie lines; (d)
in your comprehensive transport plan, how many rail cars are required to move
patrons from the Perth City Station to the stadium station; and (e) in your comprehensive transport plan, have you
included a system to ration the last train departure prior to an event at the
stadium: (i) if yes, what is this system;
and (ii) if no, how will you ensure that
no patron is left stranded at the Perth City Station, unable to board the last
available train that will arrive prior to the commencement of the activity at
the stadium (game or concert start, etc.)?

(a)-(d) The Public Transport Authority's experience in providing public transport services for special events clearly illustrates that operational demands emanate from post event crowds, rather than in the pre-event build up. This is as a result of most people leaving an event in a finite time after an event concludes, as opposed to pre-event when people are more dispersed in their travel patterns, typically arriving over a few hours. This is consistent with event planning around the world and has formed the basis of planning for the new Burswood Stadium.
The new Perth Stadium Transport Infrastructure Project Definition Plan anticipates moving approximately twenty five thousand people away from the stadium post event. Prior to the event, current operational planning envisages moving these same 25,000 people on forty eight trains between Perth City Station and the stadium station over two hours, including a mix of special event services and regular timetabled services on the Armadale and Thornlie lines. The final operating plan will continue to be refined over coming years prior to the opening of the new stadium.
