I refer to conflicts of interest
between Western Power and its contractors.
(1) What is
Western Power's current protocol for checking conflicts of interest
prior to engaging contractors?
(2) Since January
2009, have any senior executives of Western Power been found to have a conflict
of interest when dealing with contractors?
(3) If yes to (2), what were these
conflicts of interest and who was involved?

Before I answer this question, I point out that today the
government received 36 questions without notice. We will try whenever possible
to provide the answers, but sometimes the answers to 36 questions without
notice require a significant amount of information—information that we
just cannot provide. But whenever possible we will be very accommodating.

Western Power commencing tendering events, it is a prerequisite that any
employees who plan to participate in the tender event sign a project
confidentiality form and a conflict of interest form. This is to confirm that
those employees are aware of their confidentiality obligations, that they do
not have any conflicts of interest in relation to the tender event and that
they will declare any conflicts of interest that may arise during the tender
event. More generally, Western Power's governance includes a code of
conduct and a conflict of interest and procurement policy.
(2) No.
(3) Not applicable.
