(1) I refer to the Off-Road Vehicle Special Purpose Account (ORV SPA), and ask: (a) Each project name; (b) The year each project was funded through the ORV SPA; (c) Project location's; (d) Whether works have started at each project; (e) Whether works have been completed at each project; (f) The recommendation's from the Department of Local Government, Sport and Cultural Industries as to whether to proceed with the project's or not; and (g) Whether the Minister intervened to authorise expenditure for a project that was not supported by the Department of Local Government, Sport and Cultural Industries? (2) What is the current balance of the Off-Road Vehicle Special Purpose Account (ORV SPA)? (3) What funding has been allocated to licensing: (a) Is there work underway for electronic licensing and if yes, please detail expenditure to date and the status of the electronic licensing process?

The ORV SPA is to be used in connection to the administration of the ORV Act 1978 and includes funding for the development and maintenance of existing and future ORV areas.
2019/20
- Pinjar ORV Area: $9,000 at Pinjar ORV Area to develop a beginner’s flat track trail. Completed.
2020/21
- York ORV area : $40,000 to improve current trails and upgrade amenities. This project is due to be complete by the end of 2023 and was delayed by flooding events and resource shortages.
- Keralup (potential ORV area): $28,957 to undertake a preliminary site assessment of land in Keralup. Completed.
2021/22
- Lancelin ORV area : $30,263.70 for improved safety measures such as signage and road access. Completed.
- Metro Road, Shire of Brookton (proposed ORV area): $43,837.20 to develop a concept plan for a potential ORV area. Completed.
- Pinjar ORV area : $50,000 for maintenance and upgrades to the trails. Completed.
- Keralup (potential ORV area): $4,010.60 to complete a stage two report on a potential ORV site. Completed.
- Ledge Point ORV Area : $66,135 to facilitate upgrades and improvements. Completed.
2022/23
- Land Use Assessment : $23,404 approved from the ORV Account to undertake a land use planning assessment for informing the prioritisation and development of potential future sites by the ORV Committee. Completed.

Each of the abovementioned projects were endorsed and approved by the ORV Committee and recommended for approval by DLGSC. There have been a small number of funding requests not eligible for approval due to being outside the scope of the ORV SPA.

As at 6 April 2023, there is $898,460.24 in the ORV SPA.
(3)-(a)
The ORV committee has approved $60,000 from the ORV SPA to engage a DoT business analyst to scope and cost the DoTDirect system upgrades to include the ORV registration and renewal process. The DLGSC and the DoT are working closely together to facilitate the online registration of ORVs.
