I refer to a parcel of land on Bougainvillia Way, Forrestfield that was previously used by the Department of Agriculture and I ask: (a) Is this land classified as Crown land; (b) Which department or agency currently owns or has management responsibility for this land; (c) What is the current zoning and approved land use classification of the site; (d) When did the Department of Agriculture cease operations at this location; (e) What activities were undertaken by the Department of Agriculture on this site during its period of operation; (f) Were any vermin control, pest control or baiting trials conducted at this site, including fox baiting programs; (g) What chemicals, pesticides, toxins or regulated substances, if any, were stored, handled or tested at this location; (h) Have any soil contamination tests been conducted on this site: (i) if so, on what dates were these tests conducted: (A) what were the findings of these soil contamination tests undertaken at this site; (ii) if not, why not; (i) Has any groundwater contamination assessment been conducted at this site: (i) if yes, on what dates were assessments conducted and by which department or contractor; and (ii) what were the findings of any groundwater contamination assessments undertaken at this site; (j) Has the site been recorded, listed or classified under the Contaminated Sites Act or any State contaminated sites register: (i) if yes, what classification has been assigned to the site; (k) Has any remediation work been undertaken or scheduled in relation to contamination risks at the site; (l) Has the Government undertaken any assessment of potential risks to nearby groundwater or bore water supplies associated with this site; (m) Has any assessment been undertaken regarding the potential impacts on bore water used to irrigate nearby Dawson Park Primary School oval; (n) Which agency is responsible for vegetation management and fire break maintenance on this land; (o) When were fire breaks on the site last inspected or maintained; (p) Are there any current safety, environmental or public access restrictions in place for this site; and (q) Are there any environmental or contamination assessment reports relating to this site: (i) if yes, will the Minister table those reports?

c) The land is zoned Urban and identified as a Bush Forever area under the Metropolitan Region Scheme. The land is reserved for Public Purpose: Agriculture Protection Board and Conservation and Local Open Space under the City of Kalamunda Local Planning Scheme No.3.
d) 2014.
e) Operations included armoury, aviary, staff training, Quarantine WA dog kennels, invertebrate pest 1080 bait production, and compliance.

g) 1080, pindone, strychnine, asbestos, other general operational chemicals.

The final 2017 ‘Site Remediation Validation’ report by GHD stated that ‘LandCorp has successfully completed the demolition and remediation works at the site including the removal of a substantial quantity of HAZMAT in and around buildings and underground Asbestos Containing Material (ACM) materials. It is concluded the site areas subject to remediation no longer represent a potentially unacceptable risk to relevant receptors and that remediation objectives for those areas have been achieved’.
